This is an initiative called "ThisIsYourTaxi" aimed at improving the comfort level of semi-regular taxi riders.  These messages are to be hanging in the cabin of the cab where they would be seen by passengers riding.  The idea is to make the cab interior a more comfortable, familiar place.  These cards show passengers the accepted way of riding taxis in Toronto, to answer questions, and to "give permission" to small tasks that drivers do tolerate, but isn't known by the passenger.  These messages are there to demystify the riding experience and to make the taxi cabin a more pleasant, familiar place for the rider.
